The Collapse of the 28-Article Peace Initiative for Ukraine: Why Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the tension triggered by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been stabilised. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of rocket attacks on Kyiv.

The Cycle of Negotiation and Warfare

The succession of conflicting incidents captured the bleak nature of the recent timeframe. By day, diplomatic battles are conducted: optimistic declarations are delivered from various governments. Significant resources is devoted on containing particular approaches. By night, the Kremlin clearly shows the world that, for them, war remains the main instrument for achieving "peace".

Nighttime Reality

As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is capable of detecting rocket firings from enemy soil, a capacity afforded by up-to-date information. From observation points, military aircraft that had been dispatched to engage hostile aerial threats roared overhead – modern combat jets supplied to Ukraine by European allies.

Shortly after, Kyiv's missile defense thundered: defensive missiles fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, presumably provided by Western nations. Every deployment shakes the surroundings, causing tremors. The moment of terror quickly gives way to sober acceptance: possibly the approaching threat won't cause damage this time, protecting urban areas from devastation and further power outages.

Persistent Threats

Soon after, a large-caliber weapon opened up on a drone close by, part of a defensive team – almost certainly Western-made equipment. Regrettably, the shots failed to hit the opposing UAV – it pressed on overhead toward its objective.

Periodically, this persisted until dawn. Kyiv faced the morning news: several casualties, damage and heating outages in multiple buildings as a result of the evening attack. As typically, everyone still continued their routines – enduring hostilities. But those full day demonstrated Ukraine's critical military reliance on Western support – a need that regional partners are evidently unprepared to replace in the near term.

Ineffective Peace Efforts

The 28-point plan from Washington provoked deep reactions, debate and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.

Every new approach from Washington unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually win the battle. This pattern will, certainly, persist.

Tactical Assessments

It is convenient to criticize particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the whole story. American leadership operates on a premise familiar among international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration assumes that it is unfeasible to force Russia to relinquish the territory that it currently occupies in Ukraine's occupied territories.

The problem is that while recognising this factual reality, US leadership does nothing to discourage Russia, through statements or actions, from thinking that the current condition will not shift further in its favour in the coming year.

Opposing Positions

Therefore, Moscow is confident that the clock favors them – that Ukraine and its supporters are nearing depletion. Their motivation to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to end hostilities, but they will persist as long as Russia's leadership remains supremely confident in the conclusion.

On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing people and territory but preventing a complete military breakdown until conditions improve in its benefit.

Current Realities

Factually, there are no actual prerequisites for a armistice. Now, subjective factors are coming into play: political desires to mediate resolution and secure international recognition, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any initiative Kyiv finds unsuitable, so that their attention does not switch to internal issues. And although their objective will now be considerably more difficult after recent developments, it remains highly unlikely that this will change their overall approach.

These two forces are influencing discussions.

Summary and Prospects

It took a just a single week to terminate the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, latest revelations, all served their function.

While new proposals based on previous concepts are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and show particular unwillingness to change the course of events, if they stand together and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, largely rely on continued Western support.
